وفي الفقرة 5 من مقرر اتفاقية استكهولم – 2/12، دعا مؤتمر الأطراف الأطراف والحكومات الأخرى إلى أن تقدم إلى الأمانة على أساس الاختصاصات المشار إليها أعلاه، قبل 31 تشرين الأول/أكتوبر 2007، وجهات نظرها بشأن بلورة الاختصاصات المتعلقة بالعمل في تقييم احتياجات التمويل الخاصة بالأطراف التي هي من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال لتنفيذ أحكام الاتفاقية خلال الفترة 2006 – 2010.

In paragraph 5 of decision SC-2/12, the Conference of the Parties invited Parties and other Governments, on the basis of the above-mentioned terms of reference, to submit to the Secretariat by 31 October 2006 views on the further elaboration of the terms of reference for work on assessment of funding needs for Parties that are developing countries or countries with economies in transition to implement the provisions of the Convention over the period 2006–2010.

En el párrafo 5 de la decisión SC-2/12, la Conferencia de las Partes invitó a las Partes y a otros gobiernos, sobre la base del mandato mencionado anteriormente, a que presentasen a la secretaría, a más tardar el 31 de octubre de 2006, sus observaciones sobre la elaboración ulterior del mandato para la labor sobre modalidades de evaluación de las necesidades de las Partes que son países en desarrollo o países con economías en transición para aplicar las disposiciones del Convenio durante el período 2006‐2010.

В пункте 5 решения СК-2/12 Конференция Сторон предложила Сторонам и другим правительствам на основе упомянутых выше положений сферы охвата представить секретариату к 31 октября 2006 года свои соображения относительно дальнейшей проработки сферы охвата работы по проведению оценки финансовых потребностей Сторон, являющихся развивающимися странами или странами с переходной экономикой, в деле осуществления положений Конвенции в период 2006‐2010 годов.

缔约方大会在SC-2/12号决定第5段中请各缔约方和其他政府按照上述职权范围,至迟于2006年10月31日就进一步拟定发展中国家或经济转型国家缔约方在2006–2010年期间执行《公约》条款的资金需求的评估工作职权范围向秘书处提出其意见。
