وأشار إلى أن كثيرين في المجتمع الدولي يطالبون بوضع حد للعنف وبتصنيف عملية التفجير الانتحارية على أنها جريمة ضد الإنسانية وجريمة حرب، ويلقون بقدر كبير من المسؤولية السياسية عن ارتكاب تلك الفظائع على كاهل رئيس السلطة الفلسطينية، ولكن المقرر الخاص ارتأى مرة أخرى أن يدلل على أن ولايته نافلة برفضه الاعتراف بتواطؤ الفلسطينيين وتحملهم للمسؤولية

Many in the international community were calling for an end to violence and classifying suicide bombing as a crime against humanity and a war crime, and were placing a high degree of political responsibility for the atrocities on the Chairman of the Palestinian Authority, but the Special Rapporteur had once again chosen to demonstrate the irrelevance of his mandate by refusing to acknowledge Palestinian complicity and responsibility

Muchos miembros de la comunidad internacional están pidiendo que se ponga fin a la violencia y que los suicidios con bombas se clasifiquen como crímenes de lesa humanidad y crímenes de guerra, y están atribuyendo al Presidente de la Autoridad Palestina un elevado grado de responsabilidad por las atrocidades que se cometen, pero el Representante Especial una vez más ha preferido demostrar la improcedencia de su mandato al negarse a reconocer la complicidad y la responsabilidad de Palestina
