وإذا ما كانت المعاهدة تحدد الزمن الذي يجوز خلاله إصدار أو تعديل إعلان تفسيري، يجب أن تطبق القواعد الواجبة التطبيق في حالة التأخير في إصدار هذا الإعلان، والواردة في مشروع المبدأ التوجيهي # ، مع إدخال ما يلزم من تعديل، إذا ما قررت دولة أو منظمة دولية، بالرغم من وجود هذا القيد، تعديل إعلان تفسيري سابق، ولا يجوز إجراء هذا التعديل إلا في حالة عدم اعتراض أي من الأطراف المتعاقدة الأخرى

In the case where the treaty limits the possibility of making or modifying an interpretative declaration in time, the rules applicable to the late formulation of such a declaration, as stated in draft guideline # should be applicable mutatis mutandis if, notwithstanding that limitation, a State or an international organization intended to modify an earlier interpretative declaration: such a modification would be possible only in the absence of an objection by any one of the other contracting parties

В том случае, когда договор ограничивает по времени возможность делать или изменять заявления о толковании, правила, применимые к последующему формулированию такого заявления, изложенные в проекте руководящего положения # должны применяться mutates mutandis, если, несмотря на такое ограничение, какое-либо государство или международная организация намерено/намерена изменить предыдущее заявление о толковании: подобное изменение будет возможным лишь при отсутствии возражений какой-либо из других договаривающихся сторон
