ছায়া মন্ত্রীসভা ওয়েস্টমিন্সটার সরকার পদ্ধতির একটি বিশেষ বৈশিষ্ট্য। এখানে সংসদের প্রধান বিরোধীদলীয় নেতার নেতৃত্বে বিরোধী দল থেকে একদল জ্যৈষ্ঠ সদস্য একটা মন্ত্রীসভা গঠন করেন যেটা সরকারের মন্ত্রীসভার বিকল্প হিসেবে কাজ করে। এখানে, প্রতিটি সরকারী মন্ত্রীদের বিপরীতে একজন ছায়া মন্ত্রীসভার সদস্য থাকেন যিনি সরকারী মন্ত্রীর কাজকে বিশ্লেষণ করেন এবং প্রয়োজনে বিকল্প পথ তুলে ধরেন। অধিকাংশ দেশে ছায়া মন্ত্রীসভার সদস্যকে ছায়া মন্ত্রী বলা হয়ে থাকে। একজন ছায়া মন্ত্রীর কাজের পরিধি তাঁকে দল ও সমর্থকের কাছে প্রসিদ্ধ করে তুলতে পারে, বিশেষ করে যদি তিনি উচ্চ পদস্থ কোন দফতরে কাজ করেন। অবশ্য, ছায়া মন্ত্রীরা বেতন ও অন্যান্য সুযোগ সুবিধা সাধারণ সদস্যদের মতই পেয়ে থাকেন। একজন ছায়া মন্ত্রীর দল সরকার গঠন করলে তিনি যেই দফতরের ছায়া মন্ত্রী ছিলেন, সেই দফতর নাও পেতে পারেন।

The Shadow Cabinet is a feature of the Westminster system of government. It consists of a senior group of opposition spokespeople who, under the leadership of the Leader of the Opposition, form an alternative cabinet to that of the government, and whose members shadow or mirror the positions of each individual member of the Cabinet. It is the Shadow Cabinet's responsibility to scrutinise the policies and actions of the government, as well as to offer an alternative program. The Shadow Cabinet makes up the majority of the Official Opposition frontbench.
