تؤكد من جديد أيضا أنه ينبغي ألا تكون العودة الطوعية إلى الوطن بالضرورة مشروطة بالتوصل إلى حلول سياسية في البلد الأصلي بغية عدم إعاقة ممارسة اللاجئين حقهم في العودة، وتسلم بأن عملية العودة الطوعية إلى الوطن وإعادة الإدماج تتوقف عادة على الأوضاع السائدة في البلد الأصلي، وتسلم على وجه الخصوص بأن العودة الطوعية إلى الوطن يمكن أن تتم في ظروف آمنة تحفظ كرامة الإنسان، وتحث المفوض السامي على تشجيع العودة المستدامة عن طريق إيجاد حلول دائمة، ولا سيما لحالات اللجوء طويلة الأمد؛

Also reaffirms that voluntary repatriation should not necessarily be conditioned on the accomplishment of political solutions in the country of origin in order not to impede the exercise of the refugees’ right to return, recognizes that the voluntary repatriation and reintegration process is normally guided by the conditions in the country of origin, in particular that voluntary repatriation can be accomplished in conditions of safety and dignity, and urges the High Commissioner to promote sustainable return through the development of durable and lasting solutions, particularly in protracted refugee situations;

Reafirma también que la repatriación voluntaria no debe estar necesariamente supeditada al logro de soluciones políticas en el país de origen para no obstaculizar el ejercicio del derecho de regreso de los refugiados, reconoce que el proceso de repatriación y reintegración voluntarias normalmente se rige por las condiciones reinantes en el país de origen, en particular la posibilidad de efectuar la repatriación voluntaria en condiciones de seguridad y dignidad, e insta al Alto Comisionado a promover el regreso sostenible preparando soluciones duraderas y perdurables, en particular en situaciones de presencia prolongada de refugiados;

Réaffirme également que le rapatriement librement consenti ne devrait pas nécessairement être subordonné à l’application de solutions politiques dans le pays d’origine, ce afin de ne pas entraver l’exercice par les réfugiés de leur droit au retour, estime qu’il ne peut généralement y avoir rapatriement librement consenti et réintégration que si la situation dans le pays d’origine s’y prête, en particulier si le rapatriement librement consenti peut s’effectuer dans de bonnes conditions de sécurité et dans la dignité, et prie instamment le Haut-Commissaire de favoriser le retour définitif grâce à la formulation de solutions durables, en particulier pour les réfugiés de longue date;

подтверждает также, что добровольную репатриацию не обязательно следует ставить в зависимость от достижения политических решений в стране происхождения, чтобы не препятствовать осуществлению права беженцев на возвращение, признает, что процесс добровольной репатриации и реинтеграции обычно определяется условиями в стране происхождения, в частности возможностью осуществления добровольной репатриации в условиях безопасности и уважения человеческого достоинства, и настоятельно призывает Верховного комиссара содействовать устойчивому возвращению беженцев путем нахождения долгосрочных решений, особенно в ситуациях, которые приобрели затяжной характер;
