Herr Präsident, ich muß sagen, daß es in diesen Ländern einen tiefen historisch begründeten Wunsch gibt - den wir meines Erachtens aufnehmen müssen -, und zwar in einen Prozeß eingebunden zu werden, von dem sie als Folge der Teilung Europas rücksichtslos ausgeschlossen wurden.
