On 21 June 2016, Parliament's Committee on Petitions was asked for assistance by a number of Spanish petitioners who own photovoltaic electricity generation facilities, many of them private, and believe that the legal principles of the right to legitimate expectation and legal certainty in the community have been breached, as they have been hit with up to 10 retroactive punitive measures which have halved their earnings, putting them at a clear risk of financial failure.

El 21 de junio, ante la Comisión de Peticiones de este Parlamento, diferentes peticionarios españoles, titulares de instalaciones de generación eléctrica con tecnología fotovoltaica, muchos de ellos particulares, solicitaron auxilio a la Comisión sobre lo que entendían un atropello de los principios jurídicos de confianza legítima y seguridad jurídica en el ámbito comunitario al haber sufrido hasta diez medidas retributivas retroactivas que habían reducido a la mitad sus ingresos, poniendo en claro riesgo de fallido sus patrimonios.
