That the written Memorandum attached to Treaty No. 1 be considered as part of that Treaty and of Treaty No. 2, and that the Indian Commissioner be instructed to carry out the promises therein contained insofar as they have not yet been carried out, and that the Commissioner be advised to inform the Indians that he has been authorized so to do.18 The Memorandum enumerated the following items:

2, et que le commissaire des Indiens soit chargé d'exécuter les promesses susmentionnées dans la mesure où elles ne l'ont pas déjà été et d'informer les Indiens qu'il a été autorisé à le faire.18 Le mémoire énumérait les points suivants : MÉMOIRE DE DIFFÉRENTS ARTICLES, QUI N'ONT PAS ÉTÉ MENTIONNÉS DANS LE TRAITÉ, MAIS, QUI ONT ÉTÉ PROMIS LORS DU TRAITÉ CONCLU AU FORT D'EN BAS -- LOWER FORT -- LE 3ème JOUR D'AOÛT, A.D. 1871: -- Pour chaque chef qui aura signé le Traité, un costume officiel pour le distinguer comme chef.
