However, the attainment of that objective was impeded in Senegal and in other African countries by the debt burden, the sharp reduction in development assistance, the inadequate financial flows towards Africa, the shortage of direct foreign investment, and the proliferation of conflicts and humanitarian crises in the continent, as his delegation had indicated during the annual session of the UNICEF Executive Board in June 1999.
