وإذ نؤكد استعدادنا للمشاركة في أي جهد دولي يسعى بحسن نية إلى تحقيق ذلك الهدف، فإننا نود أن نلفت اهتمام اللجنة الأولى الموقرة إلى أن مشروع القرار المعنون ”الشفافية في مجال التسلح“ لا يأخذ بعين الاعتبار الوضع الخاص في منطقة الشرق الأوسط، التي لا يزال الصراع العربي - الإسرائيلي قائما فيها بسبب مواصلة إسرائيل احتلالها للأراضي العربية، ورفضها تنفيذ قرارات مجلس الأمن ذات الصلة واستمرار تسليحها من قبل دول كبرى بكافة صنوف أسلحة الدمار الشامل.

While we confirm our readiness to participate in any international effort designed, with good intentions, to achieve these objectives, we draw the attention of the First Committee to the fact that the draft resolution entitled “Transparency in armaments” does not take into account the special situation in the Middle East, where the Arab-Israeli conflict persists because Israel continues to occupy Arab territories, refuses to implement the relevant resolutions of the Security Council and continues to receive, from some major Powers, all kinds of weapons of mass destruction.

Si bien confirmamos nuestra disposición a participar en todos los esfuerzos internacionales concebidos con buenas intenciones para lograr esos objetivos, señalamos a la atención de la Primera Comisión el hecho de que en el proyecto de resolución titulado “Transparencia en materia de armamentos” no se tiene en cuenta la situación especial que impera en el Oriente Medio, donde persiste el conflicto árabe-israelí porque Israel continúa ocupando territorios árabes, se niega a aplicar las resoluciones pertinentes del Consejo de Seguridad y continúa recibiendo todo tipo de armas de destrucción en masa de algunas grandes Potencias.

Tout en confirmant notre volonté de participer à tous les efforts internationaux animés de bonnes intentions visant à -réaliser ces objectifs, nous attirons l’attention de la Première Commission sur le fait que le projet de résolution intitulé « Transparence dans le domaine des armements » ne prend pas en compte la situation particulière du Moyen-Orient, où le conflit arabo-israélien persiste car Israël continue d’occuper les territoires arabes, refuse d’appliquer les résolutions pertinentes du Conseil de sécurité et continue de recevoir de la part de certaines grandes puissances toutes sortes d’armes de destruction massive.

Подтверждая нашу готовность участвовать в любых международных усилиях, направленных на добросовестное осуществление этих целей, мы обращаем внимание Первого комитета на тот факт, что проект резолюции, озаглавленный «Транспарентность в вооружениях», не учитывает особой ситуации, существующей на Ближнем Востоке, где сохраняется арабо-израильский конфликт, поскольку Израиль продолжает оккупировать арабские территории, отказывается выполнять соответствующие резолюции Совета Безопасности и продолжает получать от некоторых крупных государств все виды оружия массового уничтожения.
