"وستلاحظون أنه في معاهدات السلام مع إيطاليا وفنلندا ورومانيا وبلغاريا وهنغاريا، لم يرد ذكر تلك المعاهدات، لأن الرأي السائد في مؤتمر السلام هو أنه لا حاجة إلى إدراج حكم بشأنها، ما دامت تلك المعاهدات، استناداً إلى القانون الدولي، قد علقت مبدئياً بين المتحاربين طيلة الحرب، وتم إحياؤها تلقائياً بحلول السلام
