فكيف لمجلس الأمن أن يعمل على إنفاذ مبدأ المسؤولية عن الحماية إن كان قد ثبت مرارا تقاعسه في إنفاذ ولايته المناطة به وفق المادة 24 من ميثاق الأمم المتحدة لحفظ السلم والأمن الدوليين في حالات تنطوي على فظائع تُرتكب بحق السكان، وذلك للاعتبارات الجاري بحثها في إطار العملية الحكومية الدولية لإصلاح المجلس؟
