Reinforcing the recommendations of the 2002 independent assessment mission, it was noted that HDI phase IV represents a unique opportunity to contribute positively to the evolution of a policy, legal and regulatory framework to tackle the problem of poverty in Myanmar and promote rapid, equitable development.
