تقضي المادتان 171 (1) و 172 من الدستور بأن يكون للسلطة التشريعية الاختصاص في اعتماد المعاهدات والاتفاقيات والترتيبات الدولية التي تضع التزاما على عاتق غواتيمالا، وذلك قبل التصديق على تلك الصكوك.
