The Secretariat should draft a declaration provision allowing a Contracting State to include in draft article # its mandatory national law provided that: the State specifically identified in a declaration to that effect made pursuant to draft article # the national law of the State making the declaration applied to the loss or damage in question; and the damage occurred in the territory of the State that made the declaration; and
