The education for all initiative, launched at the World Conference on Education for All at Jomtien, Thailand, in March 1990, and reaffirmed and strengthened by the World Education Forum, held at Dakar in April 2000, has never emphasized children with disabilities as a priority target group for action in education for all initiatives.
