ويقينا نتفق جميعنا على أن المسؤولية الرئيسية عن إعلاء شأن المصلحة العامة والسعي إلى كفالة السعادة لشعوبنا تقع علينا نحن في المقام الأول وعلى الحكومات التي نقودها، ولكن ليس نفيا لتلك المسؤولية أن نشير إلى أن إثمنا في كثير من أحيان، في الماضي والحاضر معا، قد تضاعف الاشتراك الآثم في الجريمة من بعض أصحاب المصالح الدولية.

We are surely all agreed that the main responsibility for upholding the general interest and seeking to ensure the happiness of our peoples rests primarily with us and with the Governments which we lead, but it is not denying that responsibility to point out that often, both in the past and nowadays, our own guilt has been compounded by the guilty complicity of certain international interests.

Todos debemos convenir en que la mayor responsabilidad en este proyecto de reivindicación y en la búsqueda de la felicidad de nuestros pueblos corresponde en primer lugar a nosotros mismos. A los Gobiernos que hoy dirigimos —no es exagerado decirlo— no pocas veces en la historia de ayer y en la de hoy se les ha sumado a sus propias culpas también la complicidad irresponsable de determinados intereses internacionales.

Мы несомненно все согласны с тем, что главная ответственность за обеспечение общих интересов и счастье наших народов лежит прежде всего на нас и на правительствах, которые мы возглавляем, но я хотел бы указать, отнюдь не отрицая эту ответственность, что зачастую, как в прошлом, так и теперь, наша собственная вина усугублялась виной вступавших в сговор некоторых международных кругов.
