وإذ تسلم أيضا بأهمية وجود بيئة دولية ووطنية تمكينية لزيادة الاستثمارات في قطاع الزراعة في البلدان النامية والمحافظة عليها، وتهيئة بيئة مواتية بدرجة أكبر لدعم الزراعة عن طريق زيادة الوصول إلى الأسواق والحد كثيرا من الدعم المحلي الذي يشوه التجارة، والقيام، في الوقت نفسه بإلغاء جميع أشكال دعم الصادرات، وفرض ضوابط على جميع التدابير المماثلة الأثر المعتمدة في التصدير، وفقا للولاية التي وضعها برنامج عمل الدوحة لمنظمة التجارة الدولية،
