وقد كانت الممارسة المعهودة في جميع الدراسات الاستقصائية الخمسية والتقارير السنوية على مدى ال 25 سنة الماضية أن تصنف الدول وفقاً لاستخدامها وتطبيقها لعقوبة الاعدام، أي ما اذا كانت الدول تبقي أو لا تبقي على عقوبة الاعدام؛ فإذا كانت تبقي على العقوبة، هل نفذتها أم لم تنفذها خلال السنوات العشر الماضية.

It has been standard practice in all of the quinquennial surveys and annual reports over the past 25 years to classify States according to their use and application of capital punishment, that is, whether States do or do not retain the death penalty and, if they do, whether or not it has been enforced within the preceding 10 years.
