ولاحظت أنه لما كانت اللغة العربية هي اللغة الرسمية الوحيدة في المغرب، فإن السكان الأمازيغ، الذين يمثلون جزءاً كبيراً من سكان المغرب، محرومون من استعمال لغتهم الأم في الشؤون الرسمية، وأن حق الأمازيغ في هويتهم الثقافية لا يحترم بالكامل.

It also observed that since Arabic is the only official language in Morocco, the Amazigh population, which makes up a large part of the Moroccan population, is denied the right to use its mother tongue in official business, and that the right of the Amazigh to their cultural identity is not fully respected.

También observó que, al ser el árabe el único idioma oficial de Marruecos, a la población amazigh, que constituye una gran parte de la población de Marruecos, se le deniega el uso oficial de su idioma materno y no se le respeta plenamente el derecho a su identidad cultural.
