It pointed out that continuous arbitrary arrests of members of civil society and opposition activists, notably of Aleksander Milinkevich, winner of the Sakharov Prize for freedom of thought in 2006, and the clampdown of the independent media, contradict the recent rhetoric of the Belarusian government concerning its wish to improve relations with the EU.

Par la résolution 1790 du 18 décembre 2007, le Conseil de sécurité des Nations unies a décidé, entre autres, que ces régimes spécifiques s’appliqueraient jusqu’au 31 décembre 2008 et a fait part de son intention de réexaminer le régime spécifique concernant l’immunité juridique d’ici au 15 juin 2008, au plus tard. En conséquence, la proposition en objet vise à modifier le règlement (CE) no 1210/2003.
