l sistema esencialmente inquisitivo, la falta de técnicas fiables y científicas, y deficiencias de las investigaciones, aunado al poder excesivo de las autoridades ministeriales, conllevan a la permanencia de situaciones de detención arbitraria, tortura, falta de defensa adecuada y violaciones al debido proceso, las cuales aceptadas por las autoridades judiciales, esto aunado a la corrupción y colusión que rigen las relaciones entre instituciones del sistema, son los principales promotores de la impunidad
