وقد رأيت أن من المناسب، وقد سنحت لي الفرصة عدة مرات لأناقش هذه المشكلة وبعثتكم ذاتها مع صديقي كوفي عنان، الأمين العام للأمم المتحدة، أن أوجه له نسخة من هذه المذكرة لكي نطلعه مباشرة على المواقف الجزائرية.

Having had several times the occasion to discuss this problem and your mission with my friend Kofi Annan, Secretary-General of the United Nations, I thought well to send him a copy of this memorandum, so that he would be directly informed of the Algerian positions.
