I den forbindelse har Kommissionen gjort gældende, at sagsøgerne ikke er individuelt berørt af den anfægtede forordning i artikel 230, stk. 4, EF's forstand, eftersom denne forordning finder anvendelse på samme måde for alle importører inden for Fællesskabet af de 15 typer stålprodukter, som forordningen vedrører, og at sagsøgerne derfor ikke har kompetence til at anlægge annullationssøgsmål til prøvelse af forordningen.

In this connection the Commission claims that the contested regulation is not of individual concern to the applicants within the meaning of the fourth paragraph of Article 230 EC because it applies in the same way to all Community importers of the 15 steel products covered by the regulation, so that the applicants have no standing to bring an action for its annulment.
