وذلك يعني وجوب حماية الناخبين من شتى أشكال القسر أو الإغراء التي تدفعهم إلى الكشف عن نواياهم الاقتراعية أو عمن استفاد من صوتهم، وحماية هؤلاء من أي تدخل غير قانوني أو تعسفي في عملية الاقتراع.
