On the expiry of 12 months from either the date of adoption of this decision or the date of the entry into force of the Protocol with respect to a Party, whichever is the later, communications may be brought before the Committee by one or more members of the public concerning that Party’s compliance with the Protocol, unless that Party has notified the Depositary in writing by the end of the applicable period that it is unable to accept, for a period of not more than four years, the consideration of such communications by the Committee.

À l’expiration d’un délai de douze mois qui commence à courir, soit à la date d’adoption de la présente décision, soit à la date à laquelle le Protocole entre en vigueur à l’égard d’une Partie, si celle‐ci est postérieure à celle‐là, un ou plusieurs membres du public peuvent adresser au Comité des communications concernant le respect par cette Partie des dispositions du Protocole, à moins que celle‐ci n’ait notifié par écrit au Dépositaire avant l’expiration du délai applicable qu’elle ne pouvait accepter pendant une période n’excédant pas quatre ans l’examen de communications de ce type par le Comité.

По истечении двенадцати месяцев с даты принятия настоящего решения или с момента вступления Конвенции в силу в отношении той или иной Стороны - в зависимости от того, что наступит позднее, - один или более представителей общественности могут направлять в Комитет сообщения относительно соблюдения этой Стороной положений Конвенции, если только эта Сторона в письменном виде к концу соответствующего периода не уведомила Депозитария о том, что в течение срока, не превышающего четырех лет, она не может признать возможность рассмотрения таких сообщений Комитетом.
