والأمر الأكثر أهمية هو أنه يجب على الاتحاد الأفريقي أن يؤمّن تنفيذ أهدافه المتعلقة بالتكامل الاقتصادي والوحدة السياسية وأن يضمن تنشيط قدرات مؤسساته كمجلس السلم والأمن، وبرلمان البلدان الأفريقية، والمجلس الاقتصادي والاجتماعي، لتحقيق هذه الأهداف.

Most importantly, the African Union must secure the implementation of its own goals of economic integration and political unity and ensure that the capacities of its institutions such as the Peace and Security Council, the Pan-African Parliament and the Economic and Social Council are strengthened to achieve these objectives.
