As already pointed out, in the framework of the State Programme for the development of the judicial system, 2009–2013, provision has been made (paragraphs 1.6 and 5.5 of the plan of action to implement the Programme) to elaborate proposals for further improving the rules and conditions of detention of inmates in order to ensure a broader protection of their human rights and fulfil the requirements of the European Prison Rules and implement the recommendations of the Council of Europe, the European Commission and the European Committee for the Prevention of Torture.

Como se señaló, en el marco del Programa Nacional de promoción de la justicia en Azerbaiyán para el período 2009-2013, y para asegurar en mayor medida que los reclusos ejerzan sus derechos, se prevé (párrafos 1.6 y 5.5 del Plan de acción para la ejecución del Programa) preparar propuestas de mejora del régimen y las condiciones de encarcelamiento, teniendo en cuenta las disposiciones de las Normas penitenciarias europeas y las recomendaciones del Consejo de Europa, la Comisión Europea y el Comité Europeo para la Prevención de la Tortura.

Как уже указывалось, в рамках «Государственной Программы по развитию Азербайджанской юстиции на 2009-2013 годы» в целях более широкого обеспечения прав осужденных предусмотрена (пункты 1.6 и 5.5 в Плане мероприятий по реализации Программы) подготовка предложений по дальнейшему совершенствованию порядка и условий содержания осужденных, с учетом требований Европейских пенитенциарных правил, а также рекомендаций Совета Европы, Европейской Комиссии, Комитета по предупреждению пыток (СРТ).
