وتنص المادة 2 من بروتوكول مكافحة تهريب المهاجرين على أنَّ أغراض البروتوكول هي منع ومكافحة تهريب المهاجرين، وكذلك تعزيز التعاون بين الدول الأطراف تحقيقا لتلك الغاية، مع حماية حقوق المهاجرين المهرَّبين.

Article 2 of the Smuggling of Migrants Protocol states that the purpose of the Protocol is to prevent and combat the smuggling of migrants, as well as to promote cooperation among States Parties to that end, while protecting the rights of smuggled migrants.

En el artículo 2 del Protocolo se afirma que el propósito de este es prevenir y combatir el tráfico ilícito de migrantes, así como promover la cooperación entre los Estados parte con ese fin, protegiendo al mismo tiempo los derechos de los migrantes objeto de dicho tráfico.
