وحث المجلس بقوة حكومة السودان والحركة الشعبية لتحرير السودان - الشمال على أن تقبلا الاقتراح الثلاثي بإتاحة إمكانية إيصال المساعدات الإنسانية إلى السكان المتضررين في المنطقتين، وأن تكفلا وفقا للقانون الدولي المنطبق، بما في ذلك القانون الإنساني الدولي المنطبق والمبادئ التوجيهية للمساعدة الإنسانية في حالات الطوارئ، وصول موظفي الأمم المتحدة وسائر العاملين في مجال المساعدة بصورة آمنة وفورية ودون عوائق، فضلا عن تسليم الإمدادات والمعدات لتمكين أولئك العاملين من إنجاز مهامهم بكفاءة في مجال مساعدة السكان المدنيين المتضررين من النزاع.

The Council also strongly urged the Government of the Sudan and SPLM-North to accept the tripartite proposal to permit humanitarian access to the affected population in the two areas, ensuring, in accordance with applicable international law, including applicable international humanitarian law, and guiding principles of emergency humanitarian assistance, the safe, unhindered and immediate access of United Nations and other humanitarian personnel, as well as the delivery of supplies and equipment, in order to allow such personnel to efficiently perform their task of assisting the conflict-affected civilian population.

Asimismo, el Consejo instó encarecidamente al Gobierno del Sudán y al SPLM-N a que aceptaran la propuesta tripartita para permitir el acceso humanitario a la población afectada en las dos zonas, asegurando, de conformidad con el derecho internacional aplicable, incluido el derecho internacional humanitario aplicable, y los principios rectores de la asistencia humanitaria de emergencia, el acceso seguro, sin trabas e inmediato de personal humanitario de las Naciones Unidas y otro personal humanitario, así como la entrega de suministros y equipo, para que ese personal pudiera realizar con eficacia la tarea de prestar asistencia a la población civil afectada por el conflicto.

Il a également fermement exhorté le Gouvernement soudanais et le SPLM-N à accepter la proposition tripartite consistant à ouvrir aux agents humanitaires l’accès aux populations touchées dans les deux zones, en garantissant au personnel humanitaire de l’ONU et aux autres agents humanitaires un accès immédiat et sans entrave aux populations touchées par le conflit afin qu’ils puissent leur venir en aide et en autorisant l’acheminement de fournitures et de matériel, en application du droit international, y compris les dispositions applicables du droit humanitaire, et dans le respect des principes régissant l’assistance humanitaire d’urgence.

Совет также настоятельно призвал правительство Судана и НОДС-Север принять трехстороннее предложение о предоставлении гуманитарного доступа к пострадавшему населению в обоих районах, гарантировав в соответствии с применимыми нормами международного права, включая применимые нормы международного гуманитарного права, и руководящими принципами оказания чрезвычайной гуманитарной помощи безопасный, беспрепятственный и незамедлительный доступ для персонала Организации Объединенных Наций и других гуманитарных организаций, а также доставку имущества и предметов снабжения, с тем чтобы этот персонал мог эффективно выполнять поставленную перед ним задачу по оказанию помощи затронутому конфликтом гражданскому населению.
