واذ يستذكر المؤتمر العالمي الأول لمكافحة الاستغلال الجنسي التجاري للأطفال، الذي عقد في ستوكهولم من 27 إلى 31 آب/أغسطس 1996، والاعلان وبرنامج العمل اللذين اعتمدهما المؤتمر العالمي بغية تعزيز حماية حقوق الطفل وانهاء الاستغلال الجنسي التجاري للأطفال، ولا سيما بتطبيق اتفاقية حقوق الطفل وسائر الصكوك ذات الصلة،
