عند التصديق على هذه الاتفاقية أو قبولها أو إقرارها أو الانضمام إليها، أو في أي وقت لاحق، يجوز لأي طرف ليس منظمة إقليمية للتكامل الاقتصادي أن يعلن، في صك خطي يقدَّم للوديع فيما يخص أي نزاع يتعلق بتفسير أو تطبيق الاتفاقية، عن اعترافه بإحدى الوسيلتين التاليتين أو كلتيهما على سبيل الإلزام لتسوية المنازعات إزاء أي طرف يقبل نفس الالتزام:

When ratifying, accepting, approving or acceding to this Convention, or at any time thereafter, a Party that is not a regional economic integration organization may declare in a written instrument submitted to the Depositary that, with regard to any dispute concerning the interpretation or application of the Convention, it recognizes one or both of the following means of dispute settlement as compulsory in relation to any Party accepting the same obligation:

Al ratificar, aceptar o aprobar el presente Convenio o adherirse a él, o en cualquier momento posterior, toda Parte que no sea una organización de integración económica regional podrá declarar en un instrumento escrito presentado al Depositario que, en lo que respecta a cualquier controversia sobre la interpretación o la aplicación del Convenio, reconoce como obligatorios, en relación con cualquier Parte que acepte la misma obligación, uno o los dos siguientes medios para la solución de controversias:

При ратификации, принятии, одобрении настоящей Конвенции или присоединении к ней или в любое время после этого любая Сторона, не являющаяся региональной организацией экономической интеграции, может направить Депозитарию письменное заявление о том, что в отношении любого спора, касающегося толкования или применения настоящей Конвенции, она признает одно или оба из следующих средств урегулирования спора как обязательные в отношении любой Стороны, принимающей на себя такие же обязательства:
