The complainant makes the following allegations: (1) the Department failed to provide all potential suppliers with an equal opportunity to be responsive to the specifications in the Request for a Standing Offer (RFSO) by providing some bidders with privileged information; and (2) the Department accepted bids that did not meet the specifications in the RFSO by accepting a keyboard arm as equivalent to the Jacmorr keyboard arm without stating "or equivalent" in the RFSO.

Le plaignant allègue ce qui suit : 1) le Ministère n'a pas offert à tous les fournisseurs potentiels une chance égale de répondre aux spécifications de la Demande d'offre à commandes (la DOC) en fournissant à certains soumissionnaires de l'information privilégiée et 2) le Ministère a accepté des soumissions qui ne répondaient pas aux spécifications de la DOC en acceptant une tablette pour clavier comme équivalent de la tablette pour clavier Jacmorr sans indiquer «ou l'équivalent» dans la DOC.
