(1) Die Vertragsparteien erkennen an, dass der Klimawandel eine globale Bedrohung darstellt und dass Maßnahmen zur Verringerung der Emissionen getroffen werden müssen, um die Treibhausgaskonzentrationen in der Atmosphäre auf einem Niveau zu stabilisieren, auf dem eine gefährliche anthropogene Störung des Klimasystems verhindert wird.

1. The Parties recognise the common global threat of climate change and the need to take action to cut emissions in order to stabilise greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system.
