وفي هذا السياق، أشير إلى أن العامليْن الرئيسييْن اللذين يعوقان بسط سيطرة حكومة لبنان على كامل الأراضي اللبنانية يتمثلان في وجود جماعات مسلحة خارج نطاق سيطرة الحكومة اللبنانية، وحالة اللبس التي تكتنف حدود الأراضي اللبنانية على وجه الدقة
