وعندما تفوض مؤسسة دولية ضخمة جميع المهام الإدارية إلى مكاتبها الإدارية الإقليمية بحيث تقتصر مهام المكتب الرئيسي على الإشراف العام (أي ما يسمى بالمؤسسات المتعددة المراكز)، فإنه يجب أن ينظر إلى المكاتب الإدارية الإقليمية باعتبارها ”مكانا للإدارة“ وفقا لمعني الفقرة الفرعية (أ) من الفقرة ٢.
