De Commissie vindt het overigens normaal dat passagiers de kosten dragen van de luchtverontreiniging ten gevolge van hun vluchten. Dit is gewoon in overeenstemming met het „vervuiler betaalt”-principe. De EU ETS is een niet-discriminerend systeem waarin alle vluchten van alle luchtvaartmaatschappijen van en naar Europese luchthavens zijn opgenomen, zodat marktverstoringen worden vermeden.
