Tout en reconnaissant l'augmentation du nombre d'associations caritatives dans la société civile, le Comité s'inquiète du nombre limité d'organisations non gouvernementales qui œuvrent en faveur d'un développement fondé sur les droits de l'homme et du manque de dialogue et de coopération entre l'État partie et la société civile, en particulier avec les organisations non gouvernementales qui travaillent à la mise en œuvre de la Convention
