What steps are being taken to safeguard Wales's reservoirs against poisoning ? Have Sue Essex , Dwr Cymru and the police discussed this ? What will happen if attacks on conurbations in Cardiff , Liverpool , Manchester or Birmingham lead to a flood of refugees into rural Wales ? Are there plans for emergency shelters or feeding centres ? Has Rhodri Morgan discussed with the four chief constables of Wales the implications of the draft legislation that Westminster is currently considering for such circumstances , which is pretty draconian and needs to be worked out ? What if there are attacks on electricity networks ? Has alternative power provision been considered ?
