Emphasises that the crises and conflicts of recent years have enhanced, not diminished, the relevance of the United Nations, and that the UN remains an important forum for dialogue and diplomacy; recalls the large number of UN Security Council (UNSC) resolutions on Kashmir, from 1948 to 1971, which have sought to encourage both the Government of India and the Government of Pakistan to take all measures within their power calculated to improve the situation, and which have expressed the conviction that a peaceful settlement of the dispute will best promote the interests of the people of Jammu and Kashmir, of India and of Pakistan; draws the conclusion, in the light of all the above and of subsequent violations of points set out in the various UNSC resolutions, that the preconditions for using the plebiscite have not been met at present;
korostaa, että viime vuosien kriisit ja konfliktit ovat korostaneet eivätkä suinkaan vähentäneet Yhdistyneiden Kansakuntien merkitystä ja että YK on edelleenkin tärkeä vuoropuhelun ja diplomatian foorumi; muistuttaa YK:n turvallisuusneuvoston vuosina 1948–1971 antamista lukuisista Kašmiria koskevista päätöslauselmista, joilla on pyritty kannustamaan sekä Intian että Pakistanin hallitusta toteuttamaan kaikkia niiden vallassa olevia toimenpiteitä, joiden voidaan olettaa parantavan tilannetta, ja jotka ovat ilmentäneet uskoa siihen, että kiistan rauhanomainen ratkaisu edistää parhaiten Jammun ja Kašmirin, Intian ja Pakistanin kansojen etuja; tekee kaikkien edellä mainittujen seikkojen ja lukuisien YK:n turvallisuusneuvoston päätöslauselmien kohtien rikkomisien valossa sen johtopäätöksen, etteivät edellytykset kansanäänestyksen järjestämiselle ole vielä toteutuneet;not-set not-set
