The Second Vatican Council teaches that, ''as successors of the Apostles, the Bishops in the Dioceses entrusted to them possess per se all ordinary, proper and immediate power needed for the exercise of their pastoral office (munus pastorale), with no prejudice whatsoever to the power which, by virtue of his office, the Roman Pontiff possesses of reserving cases to himself or to some other authority''.210
