Three key issues emerged: first, citizens are unaware of how to make a complaint; secondly, rather worryingly, they felt that it was hardly worth making a complaint in many instances because they feared that it would not be taken seriously; and, thirdly, many cases involved more than one agency, and so, given that each agency has a different complaints procedure, service users did not want to get bogged down or embroiled in a lengthy procedure.
