If these workers were to avail themselves of the freedom of movement in large numbers, this could result in a brain-drain, which would further exacerbate the economic imbalance between regions; i.e. less-developed regions would find themselves funding the training of workers whilst highly-developed regions could, in the short-term, benefit from these skilled workers and, as a result, might fail to pay adequate attention to training their own new generation of skilled workers.
