Whereas, by letter dated 29 December 1982, the Federal Republic of Germany requested the Commission to invoke the procedure provided for in Article 7 of Regulation (EEC) No 2784/79 in order to determine whether or not the apparatus described as 'JEOL - Scanning Electron Microscope, model JSM-35C', ordered on 21 December 1978 and intended to be used for the study of electrochemical processes, plastics, photographic emulsions and biological systems and also for the qualitative and quantitative analysis of inorganic, organic and biological systems involved with high depth of focus and sometimes in very low temperatures (- 150 °C), should be considered to be a scientific apparatus and, where the reply is in the affirmative, whether apparatus of equivalent scientific value is currently being manufactured in the Community;
Overwegende dat, bij schrijven van 29 december 1982, Duitsland de Commissie heeft verzocht de procedure in te leiden geregeld in artikel 7 van Verordening (EEG) nr. 2784/79 om vast te stellen of het apparaat genaamd »Jeol-Scanning Electron Microscope, model JSM-35C", besteld op 21 december 1978 en bestemd om gebruikt te worden voor het onderzoek van elektrochemische processen, kunststoffen, fotografische emulsies, biologische systemen en in het bijzonder voor de kwalitatieve en kwantitatieve analyse van de voorkomende anorganische, organische en biologische systemen bij grote dieptescherpte en zeer lage temperaturen (- 150 °C) al dan niet als een wetenschappelijk apparaat dient te worden beschouwd en, indien het antwoord bevestigend luidt, of momenteel in de Gemeenschap apparaten met gelijke wetenschappelijke waarde worden vervaardigd;
