Emphasises that the proliferation of external operations in recent years, whether in Iraq, Afghanistan or Africa, including Libya, has represented, and continues to represent, a significant financial burden for those states that have participated — or are still participating — in these operations; notes that these costs have a direct impact on the attrition and premature wear and tear of equipment, but also on the willingness of states to engage in CSDP operations, given the constraints on their budgets and capabilities;
