24 As regards the question whether the two grounds put forward in that memorandum are sufficient having regard to Article 90(2) of the Staff Regulations, the Court of First Instance notes that the memorandum states that "the candidate who was considered to be the most suitable, having regard to the duties and qualifications required for the post of secretary/shorthand typist in the General Directorate, Research and Meetings Division, was appointed".
