A number of additional impact assessment studies are currently under way and the continued roll-out of the Inspira learning management module will facilitate this process.
The enterprise learning management module of Inspira has been successfully tested for its capability for hosting e-learning programmes and for the administration of instructor-led programmes.
The learning management module of Inspira was piloted in 2012; it is expected that the roll-out of the learning module to peacekeeping missions will be completed in 2013/14
Roll-out of enhancements to the learning management module of Inspira to peacekeeping missions, to include conversion of United Nations training course data from various sources to an online course catalogue
The Office of Human Resources Management will continue to deploy the enterprise learning management module in Inspira across the Organization in 2014 and 2015, with a view to completing its deployment by early 2016.
Finally, the Secretariat has also increased its use of the enterprise learning management module in Inspira as a registration and hosting platform for the centrally coordinated programmes conducted by the Office of Human Resources Management and for other departments and offices.
The enterprise learning management module has streamlined some aspects of learning administration and increased the ability to consolidate materials and track participant data, although full tracking across the Secretariat will not be possible until the system has been fully deployed.
The Advisory Committee was informed that the performance management module would be deployed to the entire Secretariat in April 2011 and the learning management module to the Secretariat starting in October 2010 and to the field missions in January 2011.
The Integrated Training Service, working with the missions, has devised a monthly reporting template for manual compilation of information on field-based training activities that will be used until the electronic training management system and the enterprise learning management module are fully operational.
Despite having allocated some $89 million for the biennium 2012-2013, the Organization still lacked monitoring and oversight systems to evaluate the results of training; the enterprise learning management module of Inspira should be used to promote the direct link between learning and career development.
The Committee considers that the absence of an enterprise learning management system should not have precluded the possibility of capturing staff members’ learning histories, but trusts that the implementation, during the next reporting period, of the enterprise learning management module of Inspira will fully address this issue.
In addition, an online learning advisory service has been created, and core learning programmes are administered through the enterprise learning management system module in Inspira.
More specifically, the staffing/recruitment module is scheduled to go live in April 2010 for non-field locations and in September/October for field locations; the performance management module is scheduled to go live as a pilot in April 2010, and as a full release in April 2011; the learning management module is scheduled to go live in January 2011.
In paragraph 66 of the report, it is indicated that the Office of Human Resources Management will deploy enterprise learning management, a module of Inspira, across the Organization in 2013.
