As indicated in the report, the private sector is reluctant to support Government’s proposal to require businesses to provide paid maternity and paternity benefits, therefore, the Labour Division in consultation with the private sector and the Cook Islands Worker’s Association has identified innovative schemes (tax breaks, contribution to compulsory fund) to encourage the private sector to provide these benefits to employees.
The State party should urgently take all necessary measures to reduce maternal mortality, including by implementing the project of the nationwide network of national ambulance services and opening new medical clinics in rural areas.
The prevalent rate of HIV is 8 to 10 per cent among adults.6 The situation of women is particularly critical, as witnessed by their illiteracy rate of 85 per cent compared to 56 per cent for men; the gender gap in school enrolment of 78.6 per cent for males compared to 45.3 per cent for females at the primary level and 9 per cent for males and 4.4 per cent for females at the secondary level; and a maternal mortality rate of 90 per 1,000.

The development in the maternal and child health indicators points to an improvement in recent years in the reproductive health situation as a result of the action taken by the State in conjunction with the non-governmental sector, together with the support of international organizations; a growing awareness of reproductive health has been noted, in addition to a positive change in health behaviour in general and among women in particular and an improvement in health services.
The main strategies to ensure access to sexual and reproductive health services include gratuity to access these services, daily availability of the services, organization of a specific technical framework to provide this kind of services (infant and maternal nurse), the establishment of mobile units, mobilization of women’s associations and community based associations and its connection with community leaders in the mobilization of the families and their wives, as well as the creation of adolescent and youth support services.
The Government had explained that the action taken had focused on permanent measures such as measures in education and measures to protect maternity because of resistance in society to temporary measures, which were either destined to become permanent or were disregarded.
Within the framework of PNSR, innovative efforts have been made through the component of adolescent girls' health, IMCI, and the vaccination and maternal death reduction subprogramme.
Within the discussions on the post-2015 development agenda there is an additional opportunity to include gender-responsive approaches and address the root causes of maternal mortality and morbidity within the broad framework that promotes gender equality and women’s empowerment.
