We reaffirm our continued commitment to the Community of Democracies reform process, initiated under the Lithuanian presidency, and welcome the institutional reforms of the Community of Democracies advanced under Mongolia’s presidency, as decided by the Vilnius Ministerial Conference in 2011, including the establishment of the first Governing Council and Executive Committee, the appointment of the Community’s first Secretary-General and the institutionalization of its Permanent Secretariat.

Finally, in paragraph 13 of the same decision, the conferences of the parties invited the Executive Director of UNEP, in consultation with the Director‐General of FAO and the Executive Secretary, to undertake a review of the matrix-based management approach and organization to ensure that the operation of the Secretariat was efficient and effective, to advise the conferences of the parties of any follow-up action necessary at their meetings in 2017 and to make any such changes as were deemed necessary in advance of the next meetings of the conferences of the parties following the 2017 meetings.

During this session, the Conference will discuss the Report of the Federation’s Executive Council, the Secretary General’s Report on the Federation’s Activities between the 6th and 7th General Conference Sessions, and the Secretary General’s Financial Report and Study of the Financial Situation for the Years 2013-2015.
