Komisija saskaņā ar 25. panta 2. punktā minēto procedūru pieņem lēmumu par stingākiem sēklas kartupeļu tirdzniecības noteikumiem vienas vai vairāku dalībvalstu teritorijā tās daļā, atļauj pieņemt stingrākus noteikumus, nekā I un II pielikuma noteikumi attiecībā uz aizsardzību pret kaitīgajiem organismiem, kuri šajos reģionos nav izplatīti, vai kuri šajos reģionos nodara īpaši lielu kaitējumu lauksaimniecības kultūrām.
